If you have a car thats fitted with 215/45/17 tyres and you 215/40/17 on it instead would this be seen as a modification ??

Sounds like you have or want to fit smaller tyres than you should, would that be acceptable? what does the 40.....45 mean? It would not appear to be a modification but a simple error of judgement by putting the wrong size tyres on! (I dont have a clue about tyres, they are black and you have one on each wheel normally + a spare and when the sticky out bits get squashed little you need to change them) and spend lots of money
The 45/40 relates to the depth of the tyre wall, ie the smaller the "thinner" the tyres look.
I would say that in the true word of it is a modification as it is a change from the original specification.
Also you may want to think of the consideration that fitting different size tyres like that change the diameter of the wheel as a whole and as far as i know could have implications to your speedo reading the wrong speed.
I would mention it but expect that your insurers won`t care that much.
Out of interest, why do you want to do it ?

hehe just out of interest, the standard fit tyres on my vectra are 215/50/17 !! so there seems to be quite a range in profiles !!

i think he has the opportunity to save some coin by using 40 profile instead of 45!
other than to the point of the different circumference making his speed under read, and he would get a lower avg MPG i wouldn't have thought it would affect his insurance, but i know speed rating do affect your insurance, as long as the speed rating of the tyre is higher than what his car should have on it's ok, also being 17's, had have to inform his insurance anyway for the mod!
