Is there a fine for driving with headlights on full beam knowingly?

Could be a number of offences, the usual one is causing undue dazzle but if it is knowingly then I would go for inconsiderate driving.

Range Rover Vogue right up my **** tonight going past luton, outside lane around 70mph (approx) bullying people in to pulling in to let him / her past.
I was in the outside lane doing the approx 70mph had the RR right behind me he flashed me, had no where to pull in to (and i dont like bullies either  ) so started flashing his lights franticly and then left them on full beam.
Dabbed my break a lil to lights lit up and he proceded to drive so close that i could not see his reg plate and his lights were beaming right through the rear window.
Pity I cant do anything to shop him / her for this. :(
This is going to sound a bit defeatist, but far better to have a ****** in front of you where you can see him and control your interaction with him, than behind you.
His aggression might also open up a safe path through for you to follow.
Let him through at the earliest opportunity. He'll do it to an unmarked car one day and get his comeuppance. You don't need to worry about him.

Same happend to me with some chavs in a scooby on the M25 near heathrow tonight. I just let them past and ignored them. They were trying to make me play with them, slowing down, so I overtook them, and then going right up my **** and overtaking. Pricks. I just smiled and carried on at my normal m.way driving speed and style. They soon got bored. :)

Probably best to just pull in at the earliest chance but if thats not possible i find sticking my rear fogs on quite effective as there really rather bright on an omega.:D
Probably not that smart as using the fog when visibility is not reduced is also an offence, and it does rather encourage escalation.
Perhaps a flash to let him know that his lights are troubling you in case he has forgotten?
